Letter to Minister McKenna Regarding Funding for Rockcliffe Flood Project

In York South—Weston, the Rockcliffe area is located in the regulatory floodplain of Black Creek and the residents of this area frequently experience surface and basement flooding. This is due to riverine flooding and the overloading of the City of Toronto’s sewer system. For the past 12 years, the Toronto and Region Conservation Authority (TRCA) has ranked the Rockcliffe area amongst the top five areas at risk of riverine flooding.


In July 2020, the City of Toronto submitted an application for the Jane Street Bridge Expansion Project to the Disaster Mitigation and Adaptation Fund. The Jane Street Bridge Expansion Project will replace the existing Jane Street culvert with a higher capacity bridge structure. This upgrade is a critical component of a broader flood mitigation strategy that is being worked on by the City of Toronto and the TRCA for the Rockcliffe area. The bridge will provide immediate flood relief and enable the implementation of further additional flood mitigation measures to protect the area, and York South—Weston residents, from riverine flooding.


In the Regional Storm, over 510 households are directly impacted by the flooding of Black Creek. Additional properties are also vulnerable to basement flooding and overland flooding due to the lack of capacity in storm and combined sewer systems. The construction of the Jane Street Bridge Expansion Project would reduce the impact of flooding for these residents for events under the 350-year storm.


The residents of the Rockcliffe area need our federal government’s support to reduce the impact of riverine flooding. The construction of the Jane Street Bridge Expansion will significantly reduce flooding for York South—Weston residents in the Rockcliffe area. It will also provide the groundwork and a long-term vision for the construction of further flood protection measures identified by the City of Toronto and the TRCA to protect York South—Weston residents.


We are appreciative of the continued investments that the Disaster Mitigation and Adaptation Fund is making in communities like York South—Weston, and the continued partnership of our federal government and the City of Toronto to mitigate risks associated with natural hazards.
